Peace Be Upon Him
Is he a Prophet?

Allah the Almighty declared:
 
Al-Quran, Chapter 21 Al-Anbiyaa, Verse 85-86

In the Name of Allah, The Benevolent, The Merciful

And (remember) Isma'il, Idris, and Zul-kifl, all (men) of constancy and patience;
We admitted them to Our mercy: for they were of the righteous ones.

Immediately following Job's story in the Qur'an, Almighty Allah also directed:
 

Al-Quran, Chapter 38 Saad, Verse 45-48

In the Name of Allah, The Benevolent, The Merciful

And commemorate Our Servants Abraham, Isaac, and Jacob, possessors of Power and Vision.
Verily We did choose them for a special (purpose)- proclaiming the Message of the Hereafter.
They were, in Our sight, truly, of the company of the Elect and the Good.
And commemorate Isma'il, Elisha, and Zul-Kifl: Each of them was of the Company of the Good.

It is obvious from his being mentioned and praised in the Glorious Qur'an along with those other prophets that Dhul-Kifl was also a prophet.

However, some of the Qur'anic commentators assumed that he was not a prophet but that he was righteous and strictly just.


The Meaning of Dhul Kifl
Ibn Jarir narrated that he was not a prophet but he was a righteous man. He supported his people to suffice their needs and administered justice among them. That is why he was called Dhul-Kifl which literally means "possesor of or giving, a double requital or portion"
